PM Wong Issues Rules of Prudence to Ruling Party Lawmakers

Singapore Prime Minister Lawrence Wong has sent a strong message to members of his ruling People’s Action Party (PAP) about maintaining high ethical standards and avoiding any perceptions of impropriety. In a letter to PAP parliamentarians following the May 3 general election, Wong outlined what he calls the “Rules of Prudence” to guide their conduct.


Separating Public Duties from Private Interests

Prime Minister Wong emphasized the importance of lawmakers clearly separating their public roles from private, professional, or business interests. He warned that failure to do so could lead to conflicts of interest or damage public trust.

Wong urged parliamentarians to remain vigilant, saying they must be “shrewd in assessing the motives of people” who seek to get close to them, often for personal or corporate gain.


Beware of Those Seeking Influence

In his letter, Wong cautioned lawmakers that some individuals or companies might try to “cultivate” relationships with politicians to gain favors, boost their own reputations by association, or influence government decisions in their favor.

“A few will seek to cultivate you to obtain benefits for themselves or their companies, to gain respectability by association with you, or to get you to influence ministries and statutory boards to make decisions in their favour,” he wrote.


Upholding Integrity in Both Conduct and Perception

Wong stressed that lawmakers must stand “above any hint of favour or influence,” not just in their actual conduct but also in how the public perceives their actions. This focus on perception is a recognition that trust in public institutions depends on transparency and fairness.
