The scheme traces back to 2022 when Alvin Kok Jun Keat, seeking quick cash, discovered a modem capable of receiving SMS messages sent to multiple SIM cards. Recognizing its potential, he devised a method to sell messaging accounts to individuals looking to exploit them for fraudulent purposes.

The accounts sold were linked to WhatsApp and WeChat, popular platforms often used for personal and business communication. However, the syndicate’s clients could leverage these accounts to conduct scams, target unsuspecting victims, and evade law enforcement by operating under false identities.
