Singapore Unleashes S$5 Billion Stock Market Boost—MAS Taps Top Asset Managers to Revive Local Equities

Singapore’s MAS Appoints Three Asset Managers to Drive S$5 Billion Stock Market Growth Strategy

In a bold move to rejuvenate Singapore’s equity markets, the Monetary Authority of Singapore (MAS) has officially appointed three asset managers to oversee the first phase of its S$5 billion Equity Market Development Programme (EMDP).

The initial allocation of S$1.1 billion (US$856 million) is part of a strategic initiative to stimulate growth, improve market liquidity, and restore investor confidence in the Singapore Exchange (SGX).

This landmark decision marks the beginning of a multi-year effort by MAS to attract both global and domestic capital to Singapore’s stock market—one that has seen declining trading volumes and fewer high-profile listings in recent years.

A Targeted Plan to Strengthen the Local Equity Ecosystem

The EMDP was first unveiled as a response to growing concerns that Singapore’s public markets were losing ground to global financial centres like New York and Hong Kong. Delistings, limited IPO activity, and tepid retail participation have plagued the SGX, despite the city-state’s reputation as a global financial hub.

With this new initiative, MAS aims to:

  • Boost investor interest in listed Singapore companies,
  • Enhance the vibrancy of public markets through strategic capital deployment,
  • Encourage long-term investing by institutional players,
  • And support the development of Singapore-based equity research and investment talent.

“This is a critical step toward reviving our equity markets,” said an MAS spokesperson. “We want to send a strong signal that Singapore is serious about supporting its capital markets ecosystem.”

Who Are the Asset Managers?

While MAS has not yet publicly named the appointed asset managers, it confirmed that they are among the leading institutional investment firms with deep expertise in public equity markets and a proven track record of long-term performance.

These managers will be responsible for investing the initial S$1.1 billion in listed Singapore companies, primarily focusing on mid-to-large-cap stocks with high growth potential and strong fundamentals.

“They are expected not only to generate sustainable returns but also to contribute to capital market development through engagement, research, and market participation,” MAS stated.

More to Come: Over 100 Firms Under Review

MAS revealed that the selection process is ongoing, with more than 100 global, regional, and local firms submitting proposals to participate in the programme.

This high level of interest reflects the investment community’s recognition of Singapore’s untapped equity potential, and the opportunity for institutional investors to play a role in shaping the future of the market.

As the EMDP expands, MAS is expected to appoint additional managers in subsequent phases, eventually deploying the full S$5 billion earmarked for the initiative.

Why Now? Timing and Market Context

Singapore’s decision comes amid a broader global effort to reinvigorate capital markets post-pandemic and amid economic uncertainty. While the SGX has remained stable and well-regulated, it has struggled to compete with larger exchanges in terms of IPO volume, liquidity, and valuations.

In recent years, some prominent companies have chosen to delist or pursue listings overseas, citing better access to capital and higher trading activity elsewhere.

“This programme is about restoring vibrancy and competitiveness,” said a fund manager familiar with the EMDP. “MAS is making a long-term bet on Singapore’s equity story—and it’s doing so with real capital behind it.”

Strategic Objectives of the Equity Market Development Programme

The EMDP is not just a capital deployment tool—it is part of a broader policy vision to anchor Singapore as a hub for equity investment and innovation. Key pillars include:

  • Support for equity research and analyst development to deepen market understanding.
  • Encouraging long-term investment behaviour and reducing market volatility.
  • Improving the visibility and valuation of homegrown companies, including those in emerging sectors like tech, green energy, and advanced manufacturing.
  • Building a pipeline for future IPOs through improved investor appetite.

Private-Public Synergy: A Model for Other Markets?

By partnering with private asset managers and leveraging their expertise, MAS is positioning the EMDP as a market-led solution with public backing. This hybrid model could serve as a blueprint for other regions seeking to revitalize their public markets.

“This is not about throwing money at the problem,” said an analyst at a regional bank. “It’s about building confidence, creating liquidity, and helping good companies get noticed—and that starts with smart capital allocation.”

What This Means for Investors

For retail and institutional investors, the launch of the EMDP signals that Singapore’s equity market is entering a new growth phase. With MAS actively investing in local stocks, investors can expect:

  • Greater market confidence and activity, particularly in SGX-listed names.
  • Potential for re-rated valuations on underappreciated but fundamentally strong companies.
  • Increased availability of local equity research and analytical coverage.
  • A more vibrant and diverse stock market, with potential IPO spillovers from Southeast Asia.

A Big Bet on Singapore’s Equity Future

The Monetary Authority of Singapore’s S$5 billion commitment is more than just a headline-grabbing figure—it’s a statement of intent. In an era where equity markets are evolving and capital is mobile, Singapore is doubling down on its status as a world-class financial centre.

The EMDP is a strategic, long-term move to make sure local public markets remain relevant, competitive, and growth-driven—not just for today’s investors, but for generations to come.

As more asset managers join the programme and the capital begins to flow, all eyes will be on how this historic initiative transforms Singapore’s investment landscape.
